If it does, you can start reinstalling your cc in small batches. For Sims3Packs, the launcher doesn't handle large amounts of data very well, so it's best to install no more than a couple of files at a time. When you're sure they work—close the launcher and open it again, then launch your game—install a few more.
If your game stops working, you've just added a bad file and need to get rid of it. If the launcher still doesn't open after you've deleted your installed cc, try removing everything from Downloads. You don't have to trash the files; just move them elsewhere while you're installing.
The launcher doesn't always read Downloads very well either, especially if the folder is full. View in thread. I'm really getting kind of mad at the moment because I spent two days uploading content and I deleted DCBackup and DCCache as I went along and not know what I was doing it was deleting the content as I was going so I had to restart.
I'm having a similar issue as I was having before but I do not want to delete Dccache because I guess that's where it stores the content information.
Dcbackup is empty besides Ccmerged but and I'm only trying little bits at a time, I know it's not corrupted custom content unless coincidentally a ton is corrupted but it wasn't two days ago.
SparkleQueen Which problem are you having? That the launcher won't respond, or that you can't load the game? For the latter, I still think the solution is to play while your computer isn't connected to the internet, unless that's no longer working. For the custom content issue, it may only take one bad cc item, or one corrupted download, or one corrupted install, to compromise the rest of your content.
For now, you don't have to delete the contents of DCCache entirely, but try moving the folder somewhere else. Make sure to delete the five cache files in your game folder again. Then install just one Sims3Pack and launch the game to see if it shows up. This will tell you if the issue is simply a corrupt file or something else going on with your game folder. I'm having the issue where the launcher to download custom content won't respond.
My computer is still not connected to the internet and its faster that way. The only problem is, is that I just downloaded all of this 2 days ago and it wasn't giving me this many problems. Nobuildsparkles completely eliminates that. Go play the game and build something; if no sparkles effects appear, it means your mods are working in-game. If they are not working as intended, you need to start over.
Delete the Mods folder and start again from Step 1. Find a mod that you want to play with. The Sims 3 modding community is huge with different mods for all the DLCs.

If you need to take another screenshot, please use the built-in Windows function. Hit Windows key-shift-S and drag your cursor over the part of the screen you want to capture. Then open Paint or another image editing app, and ctrl-V to paste the screenshot. I did manage to see that you're in the correct folder though.
In Windows, deviceconfig would usually be listed below all the folders, so if you scroll down from WorldCaches, you should see it. Given that your other folders have been updated in the last couple of days, it would be strange if the game weren't reading this folder when it loaded, but it's still worth checking to make sure.
I took another screenshot and looked over it and it appears I can't scroll down any further and there are no more files after the WorldCaches. Is there anything that can be done about this or is this not supposed to happen?
Or any other place this folder could be hiding? If it doesn't have a deviceconfig, it's not being read by the game. So it's no wonder your mods aren't working either.
You must have one somewhere though. In the left sidebar of a File Explorer window, click on This PC, then in the upper right corner of the window, type "deviceconfig" without quotes. You'll see all copies of the file currently on your computer. Please let me know how many of them there are, their file paths listed immediately below the word deviceconfig; hover over it if it's too long to see all at once , and the last modified date of each one.
